There are many reasons why Windows NT may be making heavy use of the disk but whatever else it is doing it will typically make many accesses to the \WINNT directory (because it contains the registry and other system files) and the page file. Moving the page file onto a different physical disk to the \WINNT directory can alleviate the symptoms.
